Stopping Woodchucks

I recently found a new place to buy transplants for my garden. I really like it since they do not use a greenhouse. All of the plants can be immediately replanted without causing any shock. While loading my car, an employee told me that sprinkling white flour on my peas would probably help stop the woodchucks from eating them. Sure enough it seems to have worked!
I also read a suggestion from a reader that wrote into a magazine that putting pinwheels into the garden might help too since woodchucks seems to frighten with any movement. I would think you would have to move it around the garden to maintain its effectiveness though.
